One option would be to proceed and list a single author (yourself), but in the acknowledgements, thank the second author for collaboration up to such-and-such a date.

As first author, you should have more weight in the decision than the second author.

You should not remove the second author, because you only get a major revision, but till the submission, the author made his/her contributions. If the case was that the person was the first author, then I would suggest you making  him/her as a second author.. But, you are already the first author. The thing that you only can make is not to work with him/her again.

It is better not the remove the name of the second author until and unless the second author explicitly  asks for that. At the same time it is also not desirable to withdraw the MS solely for this reason. It should be continued for necessary changes till the author and editor reach to a final decision.

You can consider the following two options to agree on a common position for the authors: - modify, correct the text according to the guidelines of this particular Editorial Board, or - withdraw this text from this Editorial Office and send it to another Editorial Office that will accept the text without changes.

If there is no contributions from the second author from the beginning of the paper. You may request the author about the consent whether the name should be removed or go along the publication. If the author responds then ask for the modifications to be done. Else you have an option to remove.
