if it's new and precise it's normal not to find....
you need to access the sequence you're interested in (try the UCSC and from the viewer at the right position/right genome/right species, you'll get access to the DNA of the window at top tab named "view"). once you have the sequence, design the primers and there you have the choice (NCBI with https://www.ncbi.nlm.nih.gov/tools/primer-blast/index.cgi?LINK_LOC=BlastHome, or Primer3, or a licensed soft as Oligo7 as I use). once you'll have designed your primers, you should test them in an in-silico PCR in the UCSC or ncbi web tools.
