Can anyone explain how to work with RNAhybrid in cygwin?

I am here to find the miRNA target sites. I could do that online via RNAhybrid web service. But I have no idea how to work with RNAhybrid in cygwin.

Cygwin is a Unix-like environment and command-line interface for Microsoft Windows. RNAhybrid is available for Win (2000/XP/Vista/7) binary (32 Bit) too. You can try that also.
