Most probably Halophila sp.

There are only two Halophila species described for Brazilian coast: H. decipiens and H. bailonii. Assuming that it is not a new occurrence or species, it is definitely H. decipiens.

The shape of the leaves and the number of leaves per hast (only two), suggest H. decipiens. H. bailonii has 4 leaves or more per hast and has leaves rounder.
