IMHO, the best methods utilize HRGC/MS/MS and isotope dilution for quantitation, but even with an affordable GC/single quad operating in SIM mode and using external calibration for quantitation, you can work with reasonable sensitivity/selectivity, producing true (= not outlied) values of your target analytes.
agree that SIM on a quad Ms is very good, I used it for thousands of PCB determinations in all sorts of samples. You need a good extraction method and minimal clean up
