Alkyl acrylate cross polymers are usually used as thickening and emulsifying ingredients in cosmetic recipes. Mostly it is used for stabilization of o/w emulsions (see first link from Lubrizol, the most important supplier for acrylate cross copolymers). The type Pemulen TR-2 with the highest content of alkyl chains seems to be the most appropriate product for you intended application. But presumably it will not work alone and must be combined with (non-ionic) emulsifiers with low to medium HLB (3-8), especially if you intend to make a w/o emulsion. SPAN 80 belong to these emulsifiers. In the second link you can see several other emulsifiers classified by HLB.
