Nowadays, journals have been classified into predatory journals and peer-reviewed journals. the publication of an article is an easy process in a predatory journal but its credit in academics may be denied. sometimes, the article may be published due to ignorance of its status. in this condition, the republication of the same article in an indexed journal will violate the publication ethics or not.
Unfortunately it is not possible when it's published even in predatory journal. You must be careful in the choose of the journal and make sure that is indexed and recognized in Scopus.

Yes, one can retract the article and publish again in another journal. If the predatory journal refuses to retract, one can paraphrase (and add extra content as well) the content to escape plagiarism and submit to another journal. Both the routes are a big headache in reality.
