Can a high mutation rate in a GOI for a particular variety of a crop induced by CRISPR knockout be related with high mutation rate for that variety with this technology? Are there any papers that back up this view? 

Let me quote one paper here (https://www.nature.com/articles/s41598-017-12262-1 ):

"The experiment results showed that the mutation rate is 72.73% in the T0 transgenic lines, the data indicated that the CRISPR/Cas9 system efficiently induced DSB in the ALC locus with high efficiency of mutagenesis. The result is higher than the previous report in tomato that the average mutation rate was 48%, but lower than that in another report with 83.56%. We speculate the reason would be that the same genotype (M82) was used as material in our and the former experiment, which different from that in the latter experiment (Micro-Tom). "
