What do you think - is there an average (or optimal) number of publications per year that every researcher should write? I mean - number of publications that are published (or accepted for publication). For example, you have to indicate number of publications you promise to submit for publication during the particular project, don't you? Or if you work as an expert, who evaluates submitted projects - what number of publications you expect to see per researcher per one year that are published both in Scopus/ Web of Science journals and other journals that are not indexed in the mentioned databases?
