I was wondering if there are any attempts of creating artificial soil, so that can be used as a benchmark for different custom tests and constitutive models. Especially interested if cohesive soils can be created (I imagine that cohesionless soils are fairly easy to create ).

There are many studies and research that have used artificial soils. kaolinite with bentonite is often used to create different types of artificial cohesive soils. But such soils depend on the basic properties of their components, which in turn change from source to source. As soil is a non-homogeneous material, it's difficult to obtain reference mentioned soils.
You can create an over-consolidated clay layer (constant shear strength with depth) as explained in the paper (Section:Test Materials and Setup):

For normally-consolidated clay layer (increasing shear strength with depth), you should use a geotechnical centrifuge.
Better also try to utilise MICP and/or EICP to create your artificial soil. Artificial soil made in this way (equal concentration and other testing conditions) may help you to perform a benchmark test.
There are some attempts to create artificial soils in a laboratory, mostly cohesive soils. But as far as I am concerned, it seems to be a complicated and requires high technology.
The question is quite broad. What does creation entitles? As Abbas J. Al-Taie correctly pointed out artificial soils can be mixed from commercially available clays e.g Kaolin, Bentonite and Illite. The most common practice is to create a slurry, allow it to settle and load it progressively to reach the porosity you require, you do not necessarily need a centrifuge. When you speak of sands it is actually trickier, methods to produce sand samples among others include sand rain. As everything in geotechnical lab technics, all depends on the attention to the details. Good luck.

Professor @P. Vaughan of Imperial College, London, and hisPhD student @Maccarini mixed a sandy soil with a low percentage of cPortlande cement to simulate the behavior of tropical, naturally cemented soils. This was in the 80's of last century.
