How to interpret article 24 of the African Charter on Democracy stating that "When a situation arises in a State Party that may affect its democratic political institutional arrangements or the legitimate exercise of power, the Peace and Security Council shall exercise its responsibilities in order to maintain the constitutional order...".

Is it related with diplomatic action within the framework of preventive action or does it open the door to military action by the Peace and Security Council or is it just an affirmation of principle that would be implemented through article 25? 

I would be so thankfull if anyone can bring some clarity in this debate!
