The government research funding quota would in general decrease because of diverting to priorities in medical infrastructure and disaster management. This would reduce student scholarships and research projects, which in turn leads to more student dropouts, which mean less incomes for educational and research institutions. So institutional research function also decrease (unless it is something related to a solution of the covid-19 problem).
I don't think so. But may be the flow of fund change it's direction to the specific subjects. The priorities and criterias will change. But now people better understand the value of research. I think it will lead to increas the funding.
