OC and EL got proved metrics instruments, but GCG is still in its infancy, though, here is the research question Is it possible to measure it? How can Information System may help on this task? Please advise.

Good governance is difficult to measure objectively by numbers. But there are some checklists of best practices that are helpful do make qualified judgements, and to ‘separate the wheat from the chaff’, so to speak. Far from being exhaustive on the matter, I would point out a few principles that are worth paying attention to: i) Good governance being about people, competence and integrity, an independente and transparente selection process of the members for the governance bodies, ensuring diversity (of competencies, soft skills, mundivisions, etc.) integrity and Independence of mind, is paramount; ii) as with the governance of any social entity (the political system, for instance), it is essential to have separate functions – execution, and supervision and advise –, to prevent concentration of power in a single person (separate the chair from the chief executive) or body, and to ensure that the governance bodies function effectively; iii) have clear rules, and principles, for the working of the governance bodies; iv) have proper, and transparent, processes to manage conflicts of interest; v) have a process for the regular evaluation of the bodies and the persons involved in the governance; vi) have a clearly stated mission to guide the governance; etc. Nothing ensures bullet-proof results, but best practices reduces the opportunity for malfeasances.

Following on what I've said before, you can build a metrics system of evaluation by identifying the relevant items of best practices on the chosen check list (or principles of good governance, as the OECD's or the the British FSA's, for instance), assign grades (v.g 0 to 5) to the degree of compliance in each item, eventually assigning weights to each item, to add them up, and then you have a metrics system that can be applied to compare the governance practices of different entities with a reasonable degree of objectivity. I hope this can be helpful for your purpose, as this is, to the best of my knowledge, the practical way of creating meaningful metrics to try to 'objectivise' what is mainly subjective judgement.

Te recomiendo que revises las publicaciones de OCDE, BID y CEPAL al respecto, aunque los instrumentos de medición no pueden ser únicos y rígidos, pues hay que tener en cuenta el contexto social para determinar indicadores.
