I read papers on prediction wind power using NWP data. It seems that are only two methods to do wind speed downscaling:
Method 1 - Put NWP meso data into WAsP-CFD downscaling model.
Method 2 - From GFS to WRF, in this case, WPF is the NWP meso model. The output from WRF is used directly or refined by a statistical model.
What is the difference between WAsP and WRF?
Is there other any good downscaling way ?

One other family of downscaling methods is to apply statistics between your model data (GFS wrf or orther nwp) and your observations - statistics are well proven to be computational inexpensive and offers often good performance - The difference between wrf and wasp is quite big, but guess one of the more important ones is that wrf solves the full navies stokes where wasp is solving only a linearized subset - hope this helps
