I am working on a project that requires large amounts of patient CT data before and after deployment of a stent in the thoracic aorta.
Are there any databases/libraries that are open to the public or available to purchase, or any companies that would be able to compile such a library?

you may have a look at deep learning communities, like Kaggle, where competitions are regularly organized with big data sometimes related to medical images.
For instance lung cancer : https://www.kaggle.com/c/data-science-bowl-2017/data
cardiac MRI https://www.kaggle.com/c/second-annual-data-science-bowl and so on.
