I've been looking into fluorescence, and I see a lot of work on the phosphor that we normally talk about, in CFLS, tube lights, etc, but I don't see any optical-to-optical conversion fluorescence materials. Maybe I'm missing something? Any help would be appreciated. Inorganic materials preferred.

Quantum dots seem to be the best for the thing that I'm looking for.
The idea that I have in mind is to use QDs to 'shift' the spectrum intensity from the purple to the red region.
Depending on your wavelengths, Ru(Bpy) compounds are also a great option, they shift from ~450-470 down to around 600.
A conversion from violet/blue (excitation in UV ~400 nm) to red emission (~600 to 650 nm) is possible with Eu3+ or Mn2+ doping of phosphate and fluoride-phosphate glasses. You can find more informations in our publications (ResearchGate)
You are misunderstood about the fluorescent materials and wrong ideas. Fluorescent materials in aqueous phase are those which can show spectra at 200-500 excitation/200-600 nm emission wavelength spectra. Some materials (for example, tryptopha) can show at shorter wavelength regions, but humic and fulvic acids can show spectra at longer wavelength regions. Your questions does not link with fluorescent materials.
