Photocatalytic oxidation technologies have been developed for water treatment such as decomposition of dyes and removal of microbial for decades, however, mainly in the scientific researches, at least to my knowledge.
I want to know if there are any commercial applications of photocatalyic oxidation in water treatment today?
If not, what are the major obstacles for the technology to be commercialized?

I thing it is not comercial treatment, because it is nt successful for higher concentration effluents or waste water.
The commercial application of the process is called Advanced Oxidation Process and is used for water treatment.

AOPs have a wide range of applications such as air (odor elimination, purification), soil (remediation), and water decontamination. In water, these processes have the ability to destroy organic pollutants but they can also be adapted to the removal of inorganic metals. Furthermore, AOPs are successful to inactivate bacteria, viruses, etc. Different kinds of water are therefore suitable for an AOP treatment: for example industrial wastewater containing toxic compounds can be treated by solar photo-Fenton; surface or groundwater can be disinfected by means of improved solar water disinfection by adding H2O2 (see also H2O2 and SODIS); both bacteria in drinking water plants or micropollutants in sewage systems can be degraded using ozonation; Dissolved arsenic can be removed from water by co-precipitation by means of simple methods (GENORI et al. 2009) in presence of iron.

There is an old oxidation method of industrial sewers and cyclic water, such as Ferrum and Cuprum Copperas. But more advanced one is oxidation with ozone. You can buy ozonator for it.

Are there any application of catalysts in the AOP process? If so, what are the catalysts generally used?
I asked this question because when I read papers on the photocatalysts for water treatment, the authors always mentioned that although the catalytic activity of the photocatalysts are very promising in the laboratory tests, there is hurdles between the lab research and the industrial application because of the limitations such as the difficulty of separation of the powder catalysts and the treated water.
In your opinion, what are the major challenges for the application of photocatalysts in the industrial process if any?

I know Ozone is a powerful oxidation agent used in water and air purification.
But there are also drawbacks of ozone due to the adverse effects on human health and environment. For example, indoor air purifiers need to avoid the formation of ozone.

Underground, waste water, recycling water, pool water treatment etc. is suitable for ozone oxidation. As you mentioned, it has a toxic effect if overdosed and irrational use. There is a governmental limitations for it.
However, activated carbon can be utilized in catalyzing ozone destruction in air or water. Or, you can increase contact time with the water and wastewater to alleviate the destruction.
