I agree with you: that can be made very good short term earthquake forecastings in majorities cases (because exists some cases when the forecasting meets difficulties!.
Without a short-term earthquake forecast, it is not possible to talk about earthquake forecasting... The closer we are to the occurrence of an earthquake, the easier it should be to be able to predict it.
However, due to the current economic and political situation, no one should be charged with murder if they don't want to end up on the street overnight...
