No, off course they are not all predatory. There are many very good journals which are not indexed on SCI or ESCI, Web of Science/Core Collection Database. The question is why is that? Look, there are certain very strong and even rigid criteria for every journal to be tracked and indexed in these scientific databases, named above, which are so called wider scinetometry, or precisely, not just based on citation tracking. For instance, international collaboration measured by ratio of domestic and foreign authors of papers, frequency of publishing within each year, delay of issue(s) publishing within each year or delay of volume(s), number of Editorial Board members from abroad and their ratio in the comparison with domestic members of Editorial Board, etc. etc. Look, you have hundreds very good journals indexed in many other bases than ESCI or SCI. For instance: SCOPUS, Web of Science/BIOSIS, Web of Science/Zoological Records, Web of Science/MEDLINE, Current Abstracts International, etc., etc. If you want to be sure that you're not planning to submit your manuscript in some predatory journal, just open the icon 'About journal' on journal web page, and check the information about indexation of journal, then you just open these databases type the journal name and you will see is it really indexed in that database or not.
There are good number of journals that are not indexed by SCI but indexed in other indices. Even if a journal is not indexed in popular index it's not a predatory journal. A predatory journal is one which follows unethical practices.
