Hi, currently i try to figure out what kind of heat sources that can be used to heat the plastic to 400 degree Celsius and the amount of power(watt) that needed to consume in order to reach and maintain that temperature. Is it possible to use electrical heater?

In order to heat your Vlasic material from the ambient to the any temperature T say 400 degree centigrade you have to deliver to it certain quantity of energy at least equals the heat to reach the 400 degree centigrade taking into consideration the the change of the state of he material from solid stolid to liquid or plastic state. This is called the latent heat. So, you need to define the mass of the plastic, its latent heat , its specific heat roh.
You van then apply the relation,
The quantity of heat required Q = roh x mass mX (T-Ta) + m X latent heat L ,
The minimum energy supplied to the electric heater is = Q,
If there is an additional lost heat Ql it must be added to Q.Assuming that the total heat is Qt , then one can terminate the electric power by assuming some heating time, say 10 minutes from the relation power P = Qt x Joule equivalent of heat/ heating time.

the dielectric/ high frequency heating can provide low loss heating solutions which can provide uniform heat to the nonconducting material.

From Abdelhamin's answer you can derive that it comes back to the question, how much polyethylene you want to liquify in a certain amount of time.
As an apllicational example:
Melting less than a few cm³ per minute in a typical 3D-printer, the hot-end only needs a ceramic heater of 30W if the heated block features a well-made isolation. Some makers tend to comfortably oversize the heater using 50W cartridges and rely on the temperature regulation installed.

You can find the melting temperature is 133°C, specific thermal capacity is 1.88J/(gK)
In second link you'll find a paper where page 6 denotes energies for melting a variety of plastics, all in the range of 150-350 J/g.
