Take a look at the editorial board and see if it includes anyone you have ever heard of.

Also, the fact that it pays reviewers is unusual, but the payment of only 7 Euros per review does not seem likely to motivate anyone to do a quick turn around.

The journal is published by European Open Access Publishing (EUROPA), this publisher is included in the updated version of the Beall’s list: https://beallslist.net/#update

-The contact info of this ‘publisher’ is vague

-For an ‘European’ journal the APC is suspiciously low (39 euro)

-No content during the entire first year

I would say better to avoid this one.
