I think- in this case you should start with the goals of theaching, because if you have the goals well defined, you will have no problems with the points in evaluation, which must be connectd to the goals. But I think that in your case it would be better to do some kind of experiment. In both cases you have to build the tool for evaluation using your own criteria.

In my research on implementation and BL, I have found  it  very important to take the time necessary and to be very clear about the aim,structure and the content. I have looked into students way-finding and orientation, and I claim that these are the most essential phenomenon when looking into student ecological learning in a blended learning environment. My methods are both a survey and focus-group interviews and observation studies across  a period of two years. Thank you Hussin for very useful resources.  I teach on a blended learning MA programme and as part of the online format we have asynchronous online discussions which we mark according to the grading criteria we use for the written assignments. An established grading criteria which works for your programme is a good starting point - what is it that you want learners to learn; how are they demonstrating this etc.? Good luck.

Have you considered TABE testing which is offered through the Texas Educational system. We use this tool to evaluate multi level of stiudents example from 0 to 3rd

4th to 7th or 8th grade level to the 12th grade level. GED classes utilize this tool to assist each indivudal student. Hope this helps. Most GED centers or community colleges would have them.

Evaluating learners in blended learning environment is a complex task. There are no quick fix, as both the social, spatial, structural and emotional issues and identity, mobility, interactions and identity plays a central role. I my research I hve found, that the main question you may address is, how the students find their way in the blended learning environments both mentally, socially and physical.
