Scattering the wave is the only way to meet all three conditions at the same time. These don't push vehicles at light speed.
For light sail you need something like a two way mirror of flexible thin film. One side lets EM pass through and the other side reflects it.
These are the basic phenomenon involve in light matter interactions. Logically, you can not nullify all at the same time. Incident light is the sum total of reflection, refraction and absorption. The probability of any aforesaid phenomenon depends on the wavelength of electromagnetic light.
For best efficiency you need to reflect the light back where it came from, this is twice as efficient as absorbing it, and more efficient than scattering it in lots of directions. If you reflect the light in some other direction than directly back it will deflect the vehicle sideways a bit too.
