Usually science journals are not publishing a whole theses but articles based on the theses. I think that once you completed your theses and received your degree you can publish papers based on the thesis, anywhere.
There are several journal publishing work related to land use. Some of them are as follows:
1. International Journal of Sustainable Land Use and Urban Planning
(ISSN 1927-8845); Published by Science Target, Ottawa, Canada
2. The Journal of Transport and Land Use, (ISSN: 1938-7849) Published by the University of Minnesota and sponsored by the Center for Transportation Studies and the World Society for Transport and Land Use Research
Ms Gordon is quite right that you would probably have to prepare journal paper based on your thesis in order to publish it in a journal.
The South East European Journal of Architecture and Design (SEEJAD - http://www.id-press.eu/seejad/), which is an open access journal, have a section where they publish thesis. However, the journal focus on the 16 countries within the South East Europe. Therefore, your thesis might be outside the geographical scope of the journal.
Another option to make your thesis visible is through the Open Thesis website (http://www.openthesis.org/) where one can upload own thesis.
Before you do this you may want to check few things with the university where you have completed your degree. Normally authorship of thesis is shared between the candidate and the supervisor(s). In some institution, there is a requirement to identify the share of ownership formally. This in turn could have an effect on who is listed as author. Equally, some universities have their own online thesis depositories or rules on publication of the thesis based on internal copyright rules, etc.
