Any fast Peer-Review Journal in the area of Drug Delivery/ Food Encapsulation / Targeting?

To meet the graduation requirements of one of our external (Overseas) students we are urgently in need of a Peer-Reviewed Journal which gives us first decision in 2-3 weeks. We have been checking online and spent time on the websites of major Publishers with no success. Any help will be appreciated.
