Both are very important. However, this issue can not be generalised. For certain aspects of development genetics is more important and for some other environment is more important.
A given human inheritance, logically, is expressed better in a more suitable environment. So, from this point of view, the environment seems to play a pivotal role in human development.
Nevertheless, from a general point of view, the choice of the more effective parameter (inheritance or environmental factors) in human development requires a lot of discussion.
