Yes, you can use vitamin C as the standard antioxidant (Kim et al., Vitamin C equivalent antioxidant capacity (VCEAC) of phenolic phytochemicals. J Agric Food Chem 2002;50(13):3713-7).

Persulfate cannot be replaced by sulfate because what matters is its oxidative power. By the way, I've tried the method with gallic acid, ascorbic acid and BHT as the reducing agents. Gallic acid worked best.
