There are many instruments and devices which are of at least as much educational value, unless the goal is specific to ICP. I find far too many students have run expensive equipment, know the software, but don't have a clue about the validity of the data or exactly what the instrument does.  I personally think a much greater educational experience can be had from simpler projects like assemble an instrument from pieces e.g. sensors and evaluate the data it can make. A system I used many years ago when I taught at Ursinus college was called Labworks II Interface. It was quite expensive and had limited capabilities. A recent product, DAQ2GO  can do this quite nicely, and it runs completely in Excel(R). There is a brief descriptor of DAQ2GO on youtube.

I would be glad to post or send you some of the typical experiments. They brought students to an understanding about measurements and about how real instruments work.

There are many companies manufacturing ICP-OES. But I would suggest you to go with the one from Analytik Jena. There instrument is cheap and I guess require less Argon Flow too. Also, this company is in promotion of their instruments so you can have a better deal with them.

I have worked on AAS and ICP-MS from Analytik Jena. Believe me the instruments are remarkably good and doesn't require much after sale services.

What is the purpose of having the equipment? Is it to teach a student how to run an instrument or learn about analytical chemistry?

Running instruments is great for training technicians, but not necessarily good for educating people about making measurements.

The present plight of Bachelors degree chemists is to be technicians, not entry level scientists(unlike engineers). A significant part of that situation lies in the lack of professional level training the students get.

 If there is a graduate program which has external funding, that is a different story.
