16S gene don't exist in eukaryotes then why we use it as a marker gene in eukaryotes?

many researchers used 16S gene as a marker in Trogoderma granarium or in other eukaryotic species as well so, i need to know the reason behind this why researchers used 16S gene rather then 18S?
