Would a researcher on vocational rehabilitation peer review my article? It is a proposal to develop an instrument to assess contextual factors that impact engagement. The literature review supported that both contextual (non-cognitive) and cognitive factors affect engagement, but most instruments only assessed the latter. Upon request I can provide an abstract to help the prospective reviewer decide whether to review.

Peer reviewing is done by reviewers employed by journals. You might need a proof-reader instead. Also, literature reviews are not intended to support outcomes; that's what results do :)
