Mustafa, I'm in the US and here as elsewhere travel and attendance at conferences and workshops are effected by virus protocols. My best suggestion is to do a search in your area, for example, workshop courses Primer-Probe Designing. And then check to see what's needed to attend. This year we're attending meetings on-line however many of the usual workshops have been canceled.

Most are free and nearly all require you to create a new user account and then register. However, you’ll have to check each one to see if it offers details for "perfecting PCR reactions".

Also, many schools and universities here and in Europe are planning to continue on-line study along with in class studies. This would let you enroll for a single class at many places worldwide. However, I'm my opinion, the value of watching vs hands-on-work laboratory work is dependent of the knowledge and skills of the instructors and I would ask for recommendations.
