Every country is going to have its own rules so you need to check locally. I would guess there is a bio safety office at your institution.

But in general if the plasmid is in normal strains of E. coli and not carrying any toxic or potentially dangerous genes then you usually do not require any special precautions or accreditation beyond what you might need to do standard microbiology.
