On the question of inadequate workability on the strength of a mortar composite one can say that with inadequate workability full compaction of the mortar will not be possible and therefore maximum strength ca not be realized.
One additional way to characterize such formulations might be to use rheological approaches. A simple method could be to use a Brookfield with a T-spindle probe. Classical rheological tests with cone + plate or cup + bob geometry would be difficult based on the particle size of your material. Another option here to use probe like stirrer or vane geometries which are also available from different suppliers.
