William M. Gray defined a humidity parameter for cyclogenesis as M=(RH-40)/30, where does the factor of 30 come from?

Where RH is the relative humidity between 500-700 mb. Humidity is zero if RH70.

I believe the factor 30 is simply a scaling parameter so that M=1 when RH=70%.
