Those hillside homes in Europe, e.g. Italy, are beautiful, well-structured, and touristic. But the problem of realizing such types of hillside homes in developing countries like India, in my opinion, is beyond land policy. For one thing, Indian residents expected to construct the home are low-income, low-capability residents. On the other hand, such homes are vulnerable to natural disasters. Thus, apart from the land policy, there is a need to examine India's construction law and Disaster Risk Management policy. This is because livelihood improvement should be sustainable. Flood, landslides, and earthquakes, all are potential natural hazards in such undertakings. So, my argument is first to avoid the “cart before the horse” scenario.

I do agree of your more pertinent answer to the question. The objective of constructing the houses near the hill station in European countries have strong land policy to encourage the Sustainable livelihoods on these areas.

Moreover, the population pressure matters and man-land ratio is manageable but there is no peak competition or demand for land like India or other developing countries.

The main objective of the European countries have to make use of the hill areas land for dwelling purposes plus livelihoods.

Rather in India, the land policy protects the hill or mountain areas are considered for forest belt which will support the green environment to get enough rain. No more exploitation of the hill land for human settlements.

The land policy will prevent the citizens and to construct in the plain areas only. The main urgent problem of the developing countries is that huge population growth demands more pressure on land.

That was why, the Indian Government trying to manage both land and man ratio and to have an opportunity to balance these two components successfully.

European countries has the objectives of the multiple benefits of the citizens as well as land assets for encouraging the tourism industry and scenic beauty environment for the sustainability etc. Hope some more additional answer will come from many RG users.

I am very surprised to read this question. I live in a mountainous city full of hills, Chongqing in Southwestern China. Many buildings are built on the hills. Architectural technologies both in the past and in contemporary times can be easily applied to this type of land. So, I think your question may not apply to other developing countries or countries like China.
