IEEE 1547-2018 is the standard which governs functionality of inverters connected to the grid. In contrast to the older (2003) version, this update requires inverters to:

  • "provide voltage regulation capability by changes of reactive power" (section 5.3.1)
  • "provide a voltage regulation capability by changes of active power" (section 5.4.1)
  • "modulate active power to mitigate the underfrequency conditions" (section 6.5.2.3.2)
  • "modulate active power to mitigate the overfrequency conditions" (section 6.5.2.4.2)

These requirements cover two of the four categories of ancillary services: voltage control and frequency response.

I couldn't find anything more recent, but this 2016 report on ancillary services markets in the U.S. (https://publications.anl.gov/anlpubs/2016/09/130102.pdf) indicates that this market is relatively small (compared to energy and capacity markets), and not growing.

As inverter manufacturers and regulatory bodies (states/grid operators/utilities) adopt IEEE 1547-2018, will the need for frequency response and voltage control ancillary services market go away?
