I prepared TiO2 thin films (2 layers) and calcinated them at 600 degrees/1 hours (each layer). After the preparation, samples were characterized by XRD to know the crystalline nature. However, I confirmed the amorphous nature from the literature review.

i think either the xrd is giving the wrong data , do one thing the sol u make will form into tio2 powder by adding ethanol . dry the powder do the calcination and do the xrd of powder first , ususaly if film is very thin xrd data do not match
How did you prepare your films? did you use precursor or powder? I faced a similar situation. While examining the electrochromic properties of TiO2 films, I examined the effect of layer number and concentration. Films prepared with solutions with low layer and/or concentration were amorphous after annealing. The density in your XRD graph is due to the glass you use.
My advice to you is to increase the concentration or/and increase the number of layers.

I prepared thin films from the s precursors (TBOT). As you said, I noticed an anatase peak at the increased layer.

After the treatment at this relatively elevated temperature your film must show polycrystalline form rathe than amorphous form. You can try to inspect the material structure under the high optical resolution microscope or an electron microscope. I think this will bring you evidence about the crystallinity of your film.
