Why would a serum sample not freeze after more than a week at 0 degrees?

A tiger top tube was drawn, settled, spun and the serum transferred into a plastic transport tube. The serum did not freeze at zero for 8 days.

The test was for ENOX2 protein. The patient had mild elevations in Calcium, Total protein, albumin and ALT. Other lab parameters were normal, with a low normal sodium.
