It is my observation in National context that people gets promoted on the basis of quantity publications instead of quality publications, that spoils the academic environment of most of the academic INSTITUTIONS. This practice must be stopped for sustainable development of our GREAT INDIA.
The researchers focus on quantity because most academic promotion and even post doctorate position is based on the number of published papers a researcher has on that field but any researcher that is already used to quality research will never send out a low quality manuscript. For example there are researchers that do not publish in anyhow journal if it is not a science citation indexed journal.

If number of published papers for a certain researcher is high, it doesnt always indicate that it has no quality... but how much time and effort was put to accomplish this huge number is under question... in general, it is a strategy to increase the institution research reputation
Small or large number of publication does not reflect the quality of published papers. The quality is predicated on the applicability of the paper in solving immediate and remote problems . Quality in this case is synonymous to the relevance of the paper in real life situations. Again, it is not always true that the quality of a paper is dependent on the length of time used in accomplishing it. However, using a quality time to write a paper that the authors know what they are writing, why they are writing, how they are writing and the usefulness of the result obtained in the paper can be considered as the index of determining a quality paper.
Nice question, but no i do beleive quality and quantity can both exist simultaneously. This idea must not be ruled out in making decesions regarding numbers and impact.
