I have problem with my fracture toughness test mode I the pre crack did not propagate in side the matrix which is thermoplastic polyurethane reinforced by carbon fibre. I tried to change the length of the pre crack between 50 and 20 mm but there was no result. I would be so grateful to any one can help.

Insensitivity of the material to the size of the crack is a sign of the proper structural material.
The better the structural material, the less applicable to it is the approach of linear fracture mechanics.

The approach of linear fracture mechanics is almost meaningless for the material you are asking about. A new generation of artificial structural materials should be similar to biological structural (bio-inspired) materials, i.e. they should have a minimal tendency to stress concentration and should be insensitive to the presence of flaws (cracks).
The correct characteristic of your material is the fracture energy.
