the brain and spinal cord has opposite arrangement of white matter and gray matter. i could not found the exact reason supporting this arrangement. could anybody explain the basis of such a opposite arrangement of brain tissue in central nervous system?

Dear Laxman,
in the first two thirds of the neural tube, which later forms the brain, neurons can travel significant distances forming the cortex and the nuclei of the brain. The last third of the neural tube gives rise to the medulla, where neurons remain pretty close to the lumen and give rise to the H-shaped gray substance surrounding the central channel.
