Why sometimes Cu doped ZnO NPs show reduced photocatalytic activity as increase in the doped concentration?

Synthesized Cu doped ZnO NPs showed reduced photocatalytic activity as increase in the doped concentration? However, it showed more effective in bare ZnO.

I want to know the possible reasons behind this. I got results with this pattern.

I advise you to check out this articles which mentions the following reason for decreasing photocatalytic activity with increasing Cu content with ZnO NPs.
