Why sometimes Cu doped ZnO NPs show reduced photocatalytic activity as increase in the doped concentration?

Synthesized Cu doped ZnO NPs showed reduced photocatalytic activity as increase in the doped concentration? However, it showed more effective in bare ZnO. I want to know the possible reasons...
