Compulsory health monitoring systems enable observing structural behavior of important structures subjected to design/calamity loads in their life cycle and shall guide for futuristic materials and structural systems.
Already recommended in draft of tall building, "CED 38 (10639) WC: CRITERIA FOR STRUCTURAL SAFETY OF TALL BUILDINGS".
This draft code have recommendation for seismic monitoring of every Indian tall building. As per code the monitoring should be done for earthquake shaking, Wind oscillations, foundation settlement & pressure measurement. (Clause 11)
I am not sure about recommendation for spatial public structures.
Public structures include large span bridges/viaducts, underground tunnels and structures, Nuclear reactor buildings, high speed track supporting structures, dams and key hydraulic structures etc to state some.
