In my experience, reading a new language is easier than writing in it, understanding a new language is easier than speaking it, and speaking a new language is easier than writing it. When speaking, it's more acceptable to make mistakes, rephrase what you just said, getting feedback from the audience if something doesn't make sense to them.
Practice makes perfect, especially with languages. To speak, and more to write, you have to create in the new language, using language structure, idioms, expressions, and even argot, that are conventional with that language, and most likely cannot be translated from your native language. So you need to build up that library of conventions and customs, for your writing to be understood. It just takes time and practice.
I think it helps to read and listen to radio or TV programs, in the foreign language. That's how you build up this library.
