By the policy, all vocational programs at the Senior High School are practical oriented programs. Therefore, students who after going through such programs should be able to acquire the prerequisite skills and knowledge that would help them secure some basic jobs. On the order hand, we don't see that in our SHS graduates. The question now is, does the problem come
from the curriculum or that of teachers?
I suggest trying to form partnerships with the businesses that could employ your students. Including graphic design -- anyone that has visual communication needs.Include business information graphics and web design.
They can offer ideas for your school to meet their needs. Ir they work closely they have an advantage of knowing the range of the education you give these students.
In working closer they might visit more often or teach special classes. At minimum they should be willing to critique each project from a business prospective.
If these businesses desire a college degree look for ways to prepare your students for that. Or help them specialize in ways that make them competitive without one. Lately web design skills are desirable.
Lastly, make sure you have similar computers, internet access and the full suite of design software used by these businesses. On the job training doesn't exist where I live. Our computers have the full Adobe Creative suite and web design software. We also have hi-res inkjet printers to make business quality media.
In other words they need to be learning and working on same tools used by businesses that will hire them
Our students are in class one afternoon and expected to return on their own and spend that time and more to finish assigned work.

I think we should refrain from blaming the curriculum or the teachers. I think sometimes the socio-economic , political and cultural environment of the nation can have bigger impact in terms of employment. Let me give you a scenario as an example, a high school graduate who has acquired vocational skills tries to get a job, but the demand of the job is low, and the competition is quite tough. Many college graduates are also looking for the exact job and so the High School graduate becomes at a more disadvantaged position.
The opportunities for graphic design are few compared to other opportunities and may be further curtailed now due to developments in society and in the Corona Covid-19 pandemic
Competition is high some companies prefer college graduate or college level.
Apart from teachers directing their focus in the classroom towards the demand of the businesses, I think the curriculum implementers must factor in the capacity-building aspect to help the teachers along with the students.
Vocational programs is suppose to prepare one to be self reliant. Employers of labour may prefer graduates to school leavers.
It could be due to attitude of the trainees towards the program, if actually they acquire the requisite skills by the end of the training, they supposed to have something doing, since Vocational and Technical Education aimed at producing self-reliant individual.
