If a higher-order saddle point lies close enough to a minimum, can we still refer to it as a transition state among more than two minima?

And you are correct in pointing out my error as well. I meant if the higher-order saddle is a thermodynamically-feasible structure when I typed that, but either way I now see that more than one imaginary mode in the case of an asymmetric structure just signifies that the structure is not a stationary point on the surface...
If this is incorrect, please correct me.
