Does someone knows why Golgi-Cox technique just stain a few number of cells and not all of them?

most of the Golgi- and Golgi-Cox stainings are difficult to reproduce and usually stain only a limited number of cells. A good method can be found at following link:

Where do you want to stain all cells using golgi stain? in in vitro primary cultures of neurons or in brain sections?
