Drug companies are racing to use genetic engineering to develop treatments and combat the potential pandemic of COVID-19. The virus is new and scientists are still learning about it. A new survey by Genetic Engineering & Biotechnology News (GEN) reveals 35 active drug development programs in North America, Europe, and China. A recent clinical trial has been assessing the combination of Beijing Genova Biotech’s Novaferon, a recombinant interferon alpha (IFN-α) like viral protein launched in 2018 to treat hepatitis B, and AbbVie’s Kaletra® in eliminating SARS-CoV-2 in patients with COVID-19. The trial has been prospectively registered with Chinese authorities (ChiCTR2000029496).
If researchers have developed vaccines, they will need to test them on animals, and if that goes well there could be more human trials later in the year. But even if scientists develop a vaccine, there is still the massive job of being able to mass produce it.
No, it doesn't fail. COVID-19 virus is a new virus. Antibodies and vaccine can be used to treat this disease. However, currently, there is no avaliable vaccine for this new virus. To develop the antibodies or vaccine for this specific virus will need time. It can take months or even longer to develop a potent, stable and safe vaccine for human beings.
The virus genome has been sequenced (some mutations had been observed as expected), its biological structure has been studied (published in Science), and now NIH in the US has successfully induced antibody using this virus' spike protein in mouse. Very soon, it will be tested in human being.

Besides, researchers have to write grant proposals, and got reviewed and approved. It all takes time. The problem is that we don't have much time. So, private sector donation play an imporant role now. For example, Bill Gates, Apple and Jack Ma donated millions to fight outbreak.
Because COVID-19 is not caused by genetic defects of human being. The big problem with severe case of the COVID-19 is not the weakness of our body, but the overreaction of the our immunity, the so-called cytokine storm. Cytokine storm reflects a strong yet damaged immunity which is not properly controlled by the body. If a person is healthy without any underlying health problems, his immunity will be robust enough to resolve the virus infection, and the COVID-19 case will mostly be mild. So recovering a person's fitness and health by lifestyle change is more important than just improving/boosting immunity.
The same goes with some metabolic syndromes like morbid obesity, cardiovascular diseases and type 2 diabetes. They are not genetic diseases and are caused solely by lifestyle. Genetic engineering will never find treatment for these metabolic syndromes. They can only be corrected by lifestyle change.
