I believe that this graph shows that the gel sample undergoes a decrease in its elasticity at greater angular frequencies because it undergoes an increase in complex shear strain with increasingly less complex shear stress beyond certain load frequencies. Conversely, the gel tends to retain its elasticity at lower load frequencies.
However, the curve representing the complex viscosity as a function of time seems to tell me the exact opposite: That at lower load frequencies, the sample experience rapid decline in complex viscosity, so it becomes more elastic. I would greatly appreciate an explanation of this result.
